Can't grab 'layer' in Canvas OR Timeline pane

After 5.4.2 installed, I'm having a heck of time just moving or adjusting a layer in the Timeline Pane.

I can't grab it - even though I have 'Transform' pointer selected, I get the 'hand' when I go to adjust the timing of a layer in the Timeline Pane.

Also, I can't, for instance, grab the control points of a rectangle in the Canvas. I once again start with the transform tool (arrow pointer) and click on the rectangle control point but now when I go to move it, the cursor jumps to the 'hand' as soon as I click anywhere on the Canvas (including the rectangle control points) and moves the entire Canvas view versus adjusting the rectangle position or other parameters...
