External Seagate HD that is used as a bootable OSX drive doesn't have firmware partition when upgrading from El Capitan to High Sierra. What should I do?

Generally installing a MacOS to a drive will make an EFI partition, I also understand that the latest Carbon Copy Cloner can clone an EFI partition.
I don't understand. What are the steps to solving this problem? Thanks!
If I don't have the recovery and just want to start from scratch with a new image on a USB HD, what should I do?

Oh, are you booting from an external drive?
Your external is not boorable, does not have EFI, does not have RecoveryPartition.
Start from the internal drive,
use CarbonCopyCloner V5 latest,
do a full clone to the external, incl RecPartition, and the external will be bootable with everything needed to be available.
Startup holding CMD+r, choose Reinstall OS, see if you can choose the external drive to install to'
