I bought an iPhone 7 that I can’t activate without a sim card .what do I need to do to make it work without a sim ??

Get a SIM. It does not have to be a SIM that is active. Borrow one. Make sure that if the phone is carrier locked, the SIM is from the same carrier.
After you activate the phone, you can use it without the SIM.
You can not activate an iPhone without a SIM card.
