Is the new calendar event duration default editable in Mojave? If editable, how?

Yes, it is.
Quit Calendar, then copy and paste the following line to a Terminal window and press enter:
defaults write com.apple.iCal 'Default duration in minutes for new event' 15
(that makes the default 15 minutes; use any other number you like instead of 15)
