downloads do not go to downloads folder

In my Safari preferences I have set for downloads to automatically go to my downloads folder, but that doesn't happen. Instead they open in a new tab. Any suggestions how to solve this?

You are welcome. Once you get the new browser window open, if you move the cursor along the bottom center of the window do you see a download option? If you use command - P to bring up the Print option and go to the bottom left PDF/Save as PDF, does that get you what you want?
