Logged out of my iPhone, can’t sign in to iCloud

The phone says ”Signing in to iCloud” and just sits and spins forever.

I had changed my iCloud password and it said it wanted me to log off and back on.

Don’t seem to be missing anything but it’s a bit unsettling.

Ideas?

PS I have the latest iOS update despite what my Product entry says, I can’t tell which version I have since I can’t access Settings, that being where the sitting and spinning is going on.

iPhone X, iOS 12.0.1

Force close the Settings app. After you force close the app, restart the phone and try again.
