The 4th generation and 4K Apple TVs come with the required cable (Lightning to USB) to charge the Siri/Apple remote. It is yes the same one used with an iPhone, you can plug the remote into an iPhone charger or a usb port on your TV if it has one.

The package should include a white charging cable. The cable is the same as for iPhone 5 or newer. The Siri Remote should be charged with the Lightning to USB Cable.
