But unlike with an iPhone there is no Apple Care+ with Theft and Loss coverage for the Apple Watch.

If you need actual insurance, you will need to contact the Insurance company of your choice and find an insurance plan that works for you and your Apple watch.

Do you mean 2018 or 2017? If it is the former go to your nearest Apple Store and tell them you want to buy AppleCare +. Or call AppleCare and tell them you want to buy it.

Technically that is not insurance. Its just special warranty coverage for 2 cases of accidental damage for a reduced repair price, not really a deductible.

Technically the replacement with a deductible is insurance hence the "+" with AppleCare. A rose is a rose and all that. There are many different levels of insurance policies of all facets. Replacing a damaged device with a deductible due to use damage is not a warranty.
