Your apple ID has been disabled

I am currently unable to download any apps in the App store on my new iPhone 8. I am upgrading from an iPhone 4s to iPhone 8 and both phones are unable to download apps from the app store. The message I get is "Your Apple ID has been disabled", not any messages from here: If your Apple ID is locked or disabled - Apple Support.

I can log onto Apple ID on my Desktop PC's browser, both iPhone's Safari browser, but both iPhone's app store is unable to download.

edit: I have also tried resetting my security questions but I am still unable to download any apps on my iPhones. I can sign into iTunes and iCloud in my phone however.

contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
