You should be able to remove the device, if it's online, via Find iPhone app on another device or http://www.icloud.com on a computer.

I forgot my restrictions passcode but when trying to Restore the phone it says to disable “find my iPhone” but the thing is that the location restrictions are on and I cannot disable it in the setting a or access any of the account info on the phone
