I'm not sure this will do what you want, but there is a "Free" option for Murus.
Also since this is built on top of the macOS packet filter, you might learn enough from playing with the Murus Lite (free) version to create your own custom macOS packet filter rules to do exactly what you want.
No possibility to limit specific application but only the full machine bandwidth
