Can anyone help with this issue?

I've tried all sorts of updates, restores, Recovery Mode, DFU mode and no luck. I contacted our service provider (AT&T) and they said this is not an issue on their end- they even tried a new sim card. We purchased the phone in December of 2016...it's not even paid off yet! I went through Apple Support and they wanted $300 to fix it. Hoping for an easier and more affordable solution. This may be our last iphone!

I did fixed it... Ic replacement is required. Power management ic of baseband ic should be replaced with new one.you need hot air gun and pmd 9645 ic for Qualcomm modem or pmb6826 ic for Intel modem. If you check it carefully you can find the name in the motherboard which modem your motherboard based on.
