Are you sure that is the problem, or are you seeing a notice to update your billing information? It is not that it is charging you, but it is requiring you to update your payment info. Is it telling you to log into your account? Sounds like your credit card may be expired, or some other billing issue. If your payment method is declined, or you have a billing issue in the App Store or iTunes Store - Apple Support
