Erasing photos

i have bought a new iPhone and my brother is having my old phone, I have signed out of my iCloud and reset the phone and he’s logged into his iCloud however my photos are still there! Any suggestion?

Thanks for the reply, I’ve done all of these steps but somehow the photos are still on my old phone? Everything else is gone except the photos.

I've not seen or heard of that before. If it was me, I would use the instructions in that link and do it again.
