Full voice mail.

My phone will not accept voice mail. It says it is full. I have nothing on the phone and no deleted VM messages.

I see on on line that hundreds of people have the same issue and that it is an ongoing battle between Verizon and Apple, no one wanting to address the issue and correct.

this phone is useless to me without VM. I need it as I am not always available to answer and my messages are medical in nature.

You should dial into your voice mail directly. If you're using Verizon, dial *VM from your phone. You will be asked for your passcode. If you don't remember it, you can change it by logging into your Verizon account on your computer, by calling customer service (800-922-0204) or by going into a Verizon corporate store. Follow the prompts to delete the messages.
