Time machine: restore not possible anymore

I have a macbook air from 2015, which does not work anymore, but I have a time machine backup... But it is not possible anymore to restore a time machine backup from SSD to an external HDD since some MacOS version. So I can not access anymore my data. My second macbook does not have enough internal disk space. So what could I do to be able to access my data, to restore it? Is there a fix available? It is like below:

Since time machine does not work anymore, I switch on my other computers to manual backup, but

there was no notice from Apple about this "feature".

MacBook Air, macOS High Sierra (10.13.6)

I am unable to confirm an inability for Time Machine to restore as that question describes. However, if it is true, I suggest using Migration Assistant to migrate the User Account data from that Time Machine backup. That—should—work.

To do that please read Use Migration Assistant in How to move your content to a new Mac. In that section, omit steps that refer to "your old Mac". Follow only the steps described under "your new Mac".

For your needs, the Time Machine backup of your old 2015 MacBook Air might as well be "your old Mac". Migration Assistant works the same either way.
