I have located my photo gallery on an external driv to create more space on the computer drive. When I try to use the photo gallery in iMovie it is not possible to open it, it is impossible to mark and add it as a library.
How can I access the photo gallery in iMovie?

Open the Photos app and, in the menu bar, click on Photos/Preferences. Make sure that the box that says "use as system photo library" has been selected. If it is grayed out, it already has been selected. Then close Photos and close iMovie, and reopen Photos and park it on the dock. Then reopen iMovie and see if it will recognize the Photos app.

On iPad you must import photos first then on iMovie you can acces them
