😭Can sent unique hardware identifier from my computer to Apple

I bought a new Mac mini 2018 and bundle a set to apps.

Message from Apps store echo

"You Have 10 Apps To Adopt

To receive future updates, these bundled applications will be assigned to your Apple ID.

A unique hardware identifier from your computer must be sent to Apple to verify eligibility."

After I press ACCEPT button and Sign in to accept all available apps

Then a System message returns "Your request is temporarily unable to be processed. Please try again later" press ok
Then a System message returns "Could not assign applications to your account" press ok

What can I do to send unique hardware identifier to Apple and can eligibility to use the bundle apps.
