Can a Macbook Pro have Touch ID without having the Touchbar?
I'm wondering if Apple makes Macbook Pro laptops that have Touch ID, but don't have the Touchbar.
Similar to a PC laptop with fingerprint access.

No. The fingerprint scanner for Touch ID is part of the Touch Bar hardware on a MacBook Pro. So no Touch Bar, no Touch ID.
They do however, have the new MacBook Air which has Touch ID, but no actual Touch Bar.
