If you're unable to complete a purchase then that typically indicates an issue with the account and/or your registered payment method. You should be able to contact iTunes support and ask for help to resolve the issue.

That was a big mistake; that told Apple that your payment method was no longer valid. The correct response when dealing with a reputable company is to contact the company to get the charge adjusted. If resetting its password and logging and back in didn't fix it, what did iTunes Support say when you contacted them ?
I finally solved my problem calling to apple support in my country.
