I received a new IPhone XR and my SIM card has been locked from my old phone. I have rebooted several times and cannot take calls from the Apple Customer Servic. Please advise

What exactly do you mean that your SIM is locked? Is it asking for a PIN? If so, you need to contact your carrier if you cannot remember a PIN. If you are seeing something else, please provide the exact text of any error that you see.
Did you not use the SIM from the new phone that you purchased? Again, contact the carrier and see what the problem is.
