pop up blocker wont turn off
I allowed pop ups for canva.com but Im still getting an error that my browser doesn’t allow pop ups. iOS 12 dark mode.

I see that you're wanting to allow popups for a certain site you frequent. The problem is, popups aren't being allowed, and I'm happy to help.
How to block pop-ups in Safari -- With Safari open, select Safari > Preferences > Websites, choose "Pop-up Windows" on the left, and make sure that the website is included and allowed.
Install and manage Safari extensions on your Mac -- If you have a popup blocker installed in Safari extensions, turn it off and test.
