Is Quicken 2007 compatible with Mojave?

According tothis thread, yes, however it won't in future editions of macOS as Apple is removing support for 32-bit apps.

You would need to ask the developers of Quicken, they are responsible for keeping their software compatible with the platforms they offer to, not the other way around.
