I know how to rearrange and keep fixed Favorites phone numbers in my prior iPhones. However, when I do it in my iPhone X Max, once I am done rearranging and press "Done", they all get back to the same, original mixed position.
How can I make it stick and stay?

Force-quit the Phone app, does that help?
If not, you may need to backup and restore through iTunes. Something is definitely corrupt as this is not normal behavior, and not replicated on identical hardware (and OS, assuming that you're on the latest release).
I'm not having this trouble on my XS Max, perhaps restarting your iPhone might help.
I tried to restart weeks before and I tried twice just now. Still, each time it does the same thing - undoing my Favorites order.
