10.14.1 update login password keyboard change

The latest MacOS Mojave update (10.14.1) causes keyboard setup change at login. After the update the keyboard at login will change from QWERTZ to QWERTY. This will disable users to login if they have "z" or "y" in their passwords. The solution is to exchange z to y or y to z at login. However this is applies when login after screen lock.

Keyboard choice at login I've got a macbook with an azerty keyboard, but my system is in English (UK). For the past month, ever since the battery got replaced, every time I try to login, the system thinks my keyboard is "ABC" (i.e, qwerty), so every time I've got to first update the keyboard on the upper right menu (to "ABC-AZERTY") then login (it's much easier when you want to type your password that if you press "a" you send an "a", not a "q" ;) ) Any idea how to set up the login keyboard once for all?

My password doesn't work at the login screen My password doesn't work when I'm trying to log in. After restarting my laptop it suddenly works. What could be the problem? I've changed passwords, because I thought the problem is with my keyboard that it switches between QWERTZ and QWERTY layouts, but the letters my current password contains are located the same way on both QWERTZ and QWERTY layout. It's really annoying that it takes me at least 1 restart to log in successfully. I have a macbook air 2017 and I'm using Catalina.
