When I pause/stop a radio station in Apple Music and press play again it defaults to playing music from my playlist. How can I stop this annoying behavior?

I understand that when you're listening to a station in Apple Music and you pause the content when you resume it will start playing songs from your playlist, rather than the station you were listening to. I can see why you'd reach out about this behavior; I'd like to help. First, I'd recommend using the following steps to close the Music app, then restart your iPhone and test for the behavior: How to force an app to close on your iPhone, iPad, or iPod touch

If you're still having trouble, use the steps below to sign out and back in to the iTunes Store on your iPhone. Please keep in mind that signing out will remove any previously downloaded content and will need to be redownloaded for offline use:

1. Tap Settings > iTunes & App Store
2. Tap your Apple ID > Sign Out
3. Wait a moment then tap to sign back in
4. Open the Music app and test for the behavior

Thanks again for providing additional details. Next, I'd recommend removing and reinstalling the Music app using the steps below:

Delete a built-in app from your device

  1. On your iOS device, touch and hold the app lightly until it jiggles. If the app doesn't jiggle, make sure that you're not pressing too hard.
  2. Tap on the app, then tap Delete.
  3. Press the Home button to finish.

If you have an Apple Watch, deleting an app from your iPhone also deletes that app from your Apple Watch.

Restore a built-in app that you deleted

  1. On your iOS device, go to the App Store.
  2. Search for the app. Make sure that you use the exact name of the app. Find the correct name of built-in apps.
  3. Tap User uploaded file to restore the app.
  4. Wait for the app to restore, then open it from your Home screen.

If you have an Apple Watch, restoring an app to your iPhone also restores that app to your Apple Watch.

Delete built-in Apple apps on your iOS 12 or later device or Apple Watch

Should the issue persist after reinstalling the Music app I'd recommend creating a current backup: How to back up your iPhone, iPad, and iPod touch

Then use the steps below to restore your iPhone as a new device, just temporarily, to test for the issue without other information on your iPhone and with a fresh copy of iOS 12.1 installed. I suggest this because you mention this behavior was occuring both on your iPhone 7 and your new iPhone XS and these steps will help to isolate where the issue could be:

Get your device ready

  1. Make sure that you have the latest version of iTunes on your Mac or PC. If you can't access a computer and your device still works, you can erase and restore your device without a computer.
  2. If you want to save the information on your iPhone, iPad, or iPod, make a backup.
  3. Go to Settings > [your name] > iCloud, tap Find My iPhone, then turn it off. For an unresponsive device or one that won't turn on, learn what to do. If you forgot your passcode, get help.

Restore your device to factory settings

  1. Open iTunes on your Mac or PC. If you can't access a computer and your device still works, you can erase and restore your device without a computer.
  2. Connect your iPhone, iPad, or iPod to your computer with the cable that came with your device.
  3. If a message asks for your device passcode or to Trust This Computer, follow the onscreen steps. If you forgot your passcode, get help.
  4. Select your iPhone, iPad, or iPod when it appears in iTunes. For an unresponsive device or one that won't turn on, learn what to do. Or get help if your device doesn't appear in iTunes.

  5. In the Summary panel, click Restore [device].

  6. Click Restore again to confirm. Then iTunes erases your device and installs the latest iOS or iPod software.

  7. After your device restores to factory settings, it restarts. Now you can set it up as new.
