Podcast in queue change when rearranged

This has been a problem for me for over a year, on both my old iPhone 6s and my iPhone X.

I listen to a number of different podcasts, and I prefer to put them in queue to listen in the order of my choosing. Once in queue, if I try to rearrange the order, the podcast I'm moving changes to another on the list once dropped into it's "new" space. For example, If I am moving my *** to the top of my list above BOB CESCA, the *** changes to BOB CESCA. Is anyone else having this issue?

I have addressed this with Apple Support, and they referred me to a website for Podcast developers--obviously not what I needed.
