Does FaceTime use cellular minutes or data?

Hi, I am traveling out of the country and I am curious to know, does FaceTime use cellular minutes or cellular data when you are not connected to a Wi-Fi network?

iPhone 6s, iOS 10.2.1

Data. Facetime is a Internet based call. It will use Cell Data when away from Wifi.
