Separate iCloud photos
if 2 phones on an account and want to use iCloud for photo and video storage, is it possible to separate the all the individual photos from the phones. Or do we need two separate accounts?

It’s highly advise to use a separate Apple ID for each iPhone. Doing otherwise lead to complicate problems.
you need 2 separate Apple IDs.
then you can set family sharing if you want to share photos, etc.
