Is your Apple Music subscription still active?
If your subscription expires or is not payed on the due date, then the access to the service is suspended. You only have access to the Apple Music and its iCloud Music Library while the subscription lasts.
If you re-subscribe within a few days, then the same existing iCloud Music Library will be back.
If you re-subscribe after a long time (month?), then the iCloud Music Library will be gone, and you will have to start over with building a library.
If your subscription is still active, then check Settings﹥Music﹥ and check that you are still logged in with the correct Apple ID.
