How do I recover deleted photos that have been deleted from the deleted folder

If you did not download them to your computer or somewhere else, then they are gone. Without a backup, there is nothing to restore.

Unless they were backed up to iCloud you can not. If they were backed up you might be able find them at iCloud.com

go to iCloud.com and download them
