Apple Watch 4 bought in China without walkie talkie app.

I have bought Apple Watch 4 while I am visiting china yesterday. I see that walkie talkie app is not available here. I have to go back to India. Will I have to reset the watch to get the walkie talkie app? Or will wit be Available or not?

FaceTime must be enabled to use the walkie-talkie app

Yes it was enabled and working. I am in india now and still can’t get it working. Apparently I can’t get this watch exchanged in india as there is no sale support center here.
