In an older thread an answer was given supposedly solving why the "whoosh" sound on sending mail disappeared. The answer was:
"Check Mail>Preferences...>General> ✓ "Play sounds for other mail actions," and System Preferences...>Notifications>Mail> ✓ "Play sound for notifications."
Well, I have all of those settings active and I still get no sound on sending mail.
How about an answer that works?

FWIW, sys prefs- notifications-mail, play sound for notifications only give you sound for incoming mails.
There are few things you can try to get send Whoosh back.
Use safe mode to isolate issues with your Mac - Apple Support
if that above not work, try:
Go to mail prefs: General- for new message sound put NONE.
uncheck play sound for other mail action.
quit mail app.
restart Mac.
now go back to mail prefs: General- for new message sound and pick a sound.
and check play sound for other mail actions.
