I tried taking pics inside the water. Just after 2 minutes my phones display came full white. After 2-3 hours later it became normal but the touch Is not working perfect and face detection is not working at all. Please let me know where can I get it done.

Read what that footnote, quoted above, says. It does NOT say that an iPhone will operate under those conditions. It just says it was tested to that standard, under laboratory conditions. These objects are not water proof, they are resistant. Frankly we have no idea what the OP did, however, I'm pretty sure it wasn't under lab conditions. Simply: immersing your phone in water is asking for trouble, and it's not covered by the warranty.
You've wrecked your phone. Buy a new one. Apple does not say that they are proof for 30 mins at 2 metres, only that they were tested to that. They describe all phones as water resistant.

IP6B under IEC standard 60529...maximum depth of 2 meters up to 30mins...so if you exceed these then you probably risking the lifespan of your iPhone...Besides, the worst enemy of electronics is water, so you can imagine

Apple said XS can be survive 2M for 30 minutes. I didn’t take the phone for 1M and it’s just 2 minutes it got into problem. Please advice what can I do.

Warranty is protecting you from manufacturing defects. It does not protect from you putting your phone under water.
Is it same goes with XS max? Isn’t that water-proof
But we tested a XS Max. Nothing happened to that. It was perfectly working.
I aint that rich to buy 2 phones. I know how hard it is to buy just one definitly not 2 IPhones. Its my dream buying iphone but ended up this. IPhone XS max is my friends and he has used under water many times and no problem occured.
Lucky you. That means you only have to buy one phone, not two.
So, your friend is lucky but his luck will run out too. It is singularly unwise to use an iPhone underwater. It's just asking for trouble - as you have discovered.
