How to set volume limit.
We have an iPad and and iPad mini 4, I’ve researched setting a volume limit and it says if we go in to general settings and select restrictions you can do it in there but we don’t even have a restrictions option.

When I go under screen time and select don’t allow on the volume limit option it still allows them to turn the volume up full blast
You first need to go to Settings/Music - Volume Limit and set a limit. Then you change the volume limit in Screen Time to don't allow changes.
I don't think that's possible, unless the app has a setting for it.
I don't use restrictions, and unfortunately, I don't have time right now to test this, but when you go into Settings>Music, you can set Volume Limit. From there, I believe you go into Screen Time, then set restrictions to be unable to make changes and that should keep the user from going into that setting and changing it.
Under the latest iOS, Restrictions is found in Screen Time.
That’s what I have done but they are still able to turn it up using the volume buttons on the side 😩
What are they listening to? The volume limit only limits Apple's music app.
Ok then there lyes the issue, I want to be able to set a control on all volume. YouTube, Netflix, etc
