The most recent system is macOS 10.14 Mojave; with El Capitan you are now three major system upgrades behind. For me, the problem with the smart album for empty descriptions seems to be fixed in Photos 4.0 on Mojave (https://www.apple.com/macos/mojave/). Perhaps your Mac cannot be upgraded to macOS 10.14, because it is not supported for this system? The hardware requirements are here: https://www.apple.com/macos/how-to-upgrade/#hardware-requirements

Why do you need your photos in specific folders before reimporting? Are typo planning to turn your Photos Library into a referenced library, with the photos stored and referenced outside the Photos Library? The descriptions you add to the photos will be stored inside your Photos Library and not be visible to you, when you look at the originals in the Finder. You could export the edited versions with the titles, descriptions, keywords included, but then you would lose image quality, if you do not export the unmodified originals.

I also want to export them so that I have a backup if I ever need to get a new laptop and it has to be a windows OS

I am also exporting my photos regularly to have a backup of the originals.I am using the subfolder format "Moment name" in the export dialog. This way the phots will be exported into subfolders, named like the Moment - with the date and the location. That suffices for me to find them quickly.

no, sorry, Photos is a part of MacOS X and not a separate application, that you can install independently.

Then try a work-around to find empty descriptions. You may want to search for "description does not include E" and description does not include A etc. Test for all vowels in a similar way. That should exclude all descriptions with any text at all.
