Un reject clips

I imported a number of photos to go along with video clips. I couldn't find them at first and the message said I rejected them???? This same question has come up before and there is supposed to be a way of un-rejecting the photos. I can see them now in the browser but there is a red line across the top indicating that they are rejected.

The answer given to correcting this is to go to the rejection tool but I can't find that tool and the un-reject tool. Where is it? Where is the "middle tool bar"?
