Apple Store "Verification Required" loop

This is a common issue but I can't seem to fix it. Just recently got myself an iPhone X. Tried downloading a free app, "Verification Required" popped up, tried entering either of my two cards and it declined both despite having money in both. I have ADP work paycards(one from my old job that I'm still somehow getting money from and one for my current job)

I tried removing my payment option entirely by going into the settings and selecting "none" for payment options and I'm still getting the "Verification Required" message.

I haven't found any help articles for this, please help me out because as it stands I'm effectively locked out of the app store.

Edit: I also can't update apps either.
