Some sites are coded with versions of Java not yet compatible on the Mac platform. So, this possibly is contributing to the problem. Can you supply one or two URL's so we can test it from here.
Both chat rooms are accessible on my machine, i.e. I get pass the spinning Coffee Cup. Have you accessed either site before on this or another machine using your current home network connection? How about other Java sites?

My kid's iMac Core Duo, which also runs OS X 10.4.9, accesses these sites just fine off of the same Airport network.
Both just before I started this thread and again just before making this particular post, I downloaded and installed the latest version of Java from this page <http://www.apple.com/support/downloads/javaformacosx104release5.html>.
I've looked, but don't see, any difference between my kid's computer's set up and my computer's set up. (There may be a difference which I've missed.)
In any event, my computer still does not access these sites.

If the message is appearing for any site, perhaps it is a basic problem, such as the "enable java" selection in Safari Preferences>Security>Web Content is unchecked? If it's unchecked, then that would be causing the problem you describe.

All the java enable boxes are checked.
Both test sites give me the message that Java is unavailbale or not installed.
The first, i.e., <http://www.bodo.com/javame.htm>, indicates that my computer is java script enabled and it is NOT java applet enabled.

Go to your Finder.
There,
- move the Java folder in your Utilities folder to the trash - Go to your HD/Library and move the Java folder to the trash.
- Go to your HD> either main or your User Library/Internet Plug-ins folder and move any plug-ins beginning with Java to the trash.
- Go to your Your User Account>Library>Caches, moving the Java and JavaApplets folders to the trash
- Go to your /Library/Receipts and move any receipt packages beginning with Java or J2SE50 to the trash.
Empty trash
Then reinstall Java as before, or go to Software Update in System Preferences, selecting "check now", installing the recommended items.
After the reinstall, "repair permissions" via Disk Utility in your Utilities folder.

I did all that you suggested, and it WORKED!!
All the sites now fully load, and the second test sits you suggested (i.e., <http://www.javatester.org/version.html>) reports that I have Java version 1.5.0_07 from Apple installed.

Site does not work in Java for me on either Safari or Firefox. Without going deeper, seems like there may be an incompatible Java version being used by Republic - you may need to contact them or have a look at their browser requirements page.
