Resize Bookmark Bar and Address Bar

Is there anyway to increase the size of the Bookmark Bar and the Address Bar?

G5, Mac OS X (10.4.9)

Clicking on the green button expands the window of the browser. Clicking again makes it a bit smaller. Otherwise, drag the lower right corner of the window to fill your screen. The address and bookmarks bar expand accordingly. In the latter case you'll see more folder/link selections appear. In the former case you'll have more room to expand the address/search windows (you do that by clicking on midpoint between the two windows and dragging in either direction - one gets bigger as the other smaller), plus have more room for other icons (View Menu>Customize Address Bar).

Other than the above, the address and bookmarks bar stay proportional in size to the overall size of the browser window.
