Resize Bookmark Bar and Address Bar

Clicking on the green button expands the window of the browser. Clicking again makes it a bit smaller. Otherwise, drag the lower right corner of the window to fill your screen. The address and bookmarks bar expand accordingly. In the latter case you'll see more folder/link selections appear. In the former case you'll have more room to expand the address/search windows (you do that by clicking on midpoint between the two windows and dragging in either direction - one gets bigger as the other smaller), plus have more room for other icons (View Menu>Customize Address Bar).

Other than the above, the address and bookmarks bar stay proportional in size to the overall size of the browser window.

Thanks for the clarification. There may be some 3rd party hack that allows the vertical size to change, however, nothing within Safari to change the height. Try a search at MacOSXHints. It's a useful site for looking at creative workarounds in OS X.
