I have my Dock set to magnify the icons when the mouse rolls over them. Problem is, it eventually stops working, and just won't magnify until I restart my Mac. The settings do not change - they remain with the same magnification setting: "On", and about "70%".
I'm not sure how to fix this or why it is even doing this. I already tried deleting that one file: "com.apple.dock.plist", and it didn't help.

Wow, solved the problem after diconnecting USB connections one by one.
The Answer to the locking dock and animation not working was the USB connection
to my Logitech wireless mouse.
I connected the apple mouse back up and the dock works fine.
Just to get some information about what your system was doing. Does the dock not pop up, unless you click while your where the dock is normally hidden? I'm having the same problem, I thought I had it fixed some weeks ago. I'm using a Logitech MX Laser Cordless mouse. Is this the same model you had the problem with?
