The name of the file (in English) is Apple CD/DVD Driver. The version of that which is used by OS 9.2.2 is the same as the one used by OS 9.2.1.
Make sure it didn't accidentally get moved to the Extensions (disabled) folder - you can check in Extensions Manager; if it is listed but unchecked, checkmark it and restart.
You can also use Sherlcok to search for it on the hard drive. Sherlock works with a partial-name search.

If it is actually missing completely -
If you happen to have a copy of the OS 9.2.1 download update on your hard drive, you can extract that file from it. You can use this utility
TomeViewer to extract (expand) any files you want from an Installation Tome on an OS Install CD or download disk image, without running the installer.

The OS 9.2.1 download update is quite large; if you have a copy of an OS 9.2.1 Install CD, you can obtain it from that. The trick, of course, is getting the drive to work well enough to mount and read that CD.
To do that, you can get a copy of the extension in English from this site -
http://www.panix.com/~dac/macdgm/ - at the bottom of the page. The English version of the extension should work fine, but will contaminate the langauge of the installed OS as far as future updates go (if any). If you use the English extension, I suggest you do so only until you can replace it with one in Norwegian.
