What's it take to video chat with AIM?

I've tried video chatting using iChat on my end with an AIM user who has the "video chat option" button next to their name, but whenever I do the video chat window never gets past the "waiting to accept."

Exactly what does it take to successfully video chat with an AIM user?

I just sucessfully completed a video chat from my machine (iMac) and my parents windows machine using iChat and AIM. It was almost effortless. There's a few bugs I need to work out, but it was very easy. I could not initiate the chat. I tried, but I kept getting a "waiting for respone" diologue box on my end and my parents never got the invite. Once they initiated the video chat, I responded and we were up and running. I can confirm that it does work using iChat and the latest version of AIM.

Mac: OS 10.4.2, iChat AV, iSight
PC: Windows XP, Logitech Webcam, AIM 5.9 (latest)
