Canon 8400F scanner not recognized by 10.5.7 on G5 Powermac

I've tried using Canon's driver uninstaller and re-installed the latest driver several times. However, when I try to import into Photoshop Elements 6, the latest version of Gimp, or the latest version of Canoscan toolbox, I get the following message:

The necessary file could be missing or damaged, or some settings are incorrect.
Reinstall the scanner driver.
Scanner driver will be closed.

After I click the 'ok' button, I get:

Could not complete the import command because there is no scanner installed.

Lately I have been getting the same error message as the one discussed here when I tried to use the CanoScan LiDE 200.../CanonPI CS-U 3.8 Import plug-in with Photoshop 7 on the older of my two laptops (running OSX 10.4.11 because it does not have an Intel chip). By lately, I mean that the combo of Photoshop 7 and the CanoScan/CanonPI plug-in have worked just fine together for some years and I cannot figure out what change might have disrupted the harmony.

The scanner, BTW, is a CanoScan N1220U. I've used the Profiler to check that both USB ports are up and running. The scanner still operates well, if slowly, with the CanoScan Toolbox in the OS 9 environment, which I still have on this laptop.

Suspecting that the Photoshop plug-in had become corrupt, I reloaded and re-installed that, but the error message persists. I've tried all the ideas recommended in the discussion above, but none of them gets rid of the error message.

Any more ideas?

Before anyone tells me to upgrade, I also have a Intel Dual-Core MacBook Pro running Leopard while I wait for the problems with Snow Leopard to be sorted. But I like having this older machine in the background doing other slow things like scanning while I get on with more urgent matters on the newer machine.
