"MMS Message send failure"

The status bar goes almost all the way then stops then i get the message "MESSAGE SEND FAILURE" I've rebooted and everything.

On my other iphone it sends the text message attached to the picture but no picture

PC, Windows XP Pro

for some reason mine is somewhat selective as to who works and doesn't and i am only trying to send text only, usually if is get a send failure, i can take and copy the message that would not send and then delete that conversation completely, and create a new one with the same person and paste my message and it sends fine, but with that person every time i send them a message i have to do that work around. but yet when i send messages to other people it works fine?
any ideas???
