Need to compress video to 25mb

I'm entering a contest where the video can be no larger than 25mb. How do I export to keep it as samll as possible? Should I export for ipod settings? Should I just export and find a software to compress it after? IF so, what do you suggest I use?

Last questions - what format keeps files the smallest (ie -.mov, AVI, MP4, etc)?

Macbook pro, Final Cut Express
