20MB download limit on 3G?

I have often seen mention of a 20MB download limit on 3G for the iPad.
I do not have my iPad yet (July here) but ALL my internet access is on 3G mobile.
Have just downloaded the combo update for 10.6.4. so obviously no 3G limit on my MacBook Pro.
So is the 20MB download limit for the iPad worldwide or just through AT&T in the US?

Worldwide for downloading apps/movies, etc directly to the iPad over 3G.

This 20MB restriction by Apple is both ridiculous and infuriating. I'm in South Africa and use Vodacom with 20GB 3G per month. With Apple limiting App downloads to 20MB, there's no way I can come close to using up my plan (which works on a "use it or lose it" basis). I have some Apps that are over 100MB and they seem to have updates/new versions as much as twice a month and I can only update them on wifi which is not free for me and I'd rather use up my 3G allowance than spend extra money to do it via wifi. There should be a user selectable option that lets you over-ride the 20MB limit when needed.
