deleted photo keeps showing up

When I go to change my profile pic in my contacts on my macbook

(mojave). I choose Edit, and choose iPhoto from the list. There is a

photo that shows up there, that is not in iphoto. This photo still

shows up even when I have emptied the iphoto trash and then removed

iphoto from my macbook. Where is this photo being pulled from? This

photo was deleted from iphoto years ago and removed my phone at the same

time. I have never used icloud either
