Safari 12.0.2 can't open open local files

On the old Safari in El Capitan, I could open a local PDF file with embedded links which I set as my home page. With 12.0.2 on Mojave, I just get a black screen. Further checking and I find I cannot open ANY local file - images, html, or PDF's.

I have tried opening the file directly from the file menu, and putting the path into the Homepage in preferences. The correct path remains in preferences, but the file never opens and displays when I launch Safari or hit the homepage button.

I also tried disabling local file restrictions in the developer menu, but that did not help.

Sounds like a bug, no?

Try setting up another admin user account to see if the same problem continues. Please post back on whether or not this worked. Also try the Safe Mode. Please post back on whether or not this worked.

The next time I booted up, the behavior was entirely different. Sometimes the homepage file I set to open would appear, and sometimes it would not. But in either case, clicking the home icon always worked as expected after that. I have read similar occurrences on the web about it. The general conclusion is that it is a bug; no one knew a solution.
