I can't get beyond a Verification Required message to download an app.

I click 'GET' next to the app I would like to download.

This message pops up: Verification Required. Before you can make purchases, you must go to Settings>iTunes & App Store>Apple ID and verify your payment information.

I have done this for both my apple ID and Family Sharing and this message keeps popping up. I have checked to ensure all of my subscriptions are up do date.
